The History of the UPOA

The Utah Peace Officers Association was established in 1922 under the name, "Utah State Division of the International Association for Identification."

The first president was Richard Wootton. Between 1928 and 1930, the name was changed to the Utah Peace Officers Association, and the five-pointed star exhibiting crossed pistols in the center was adopted as our logo. That was changed to the current logo in 1968. Our logo and name were copyrighted in 1982.

The UPOA has had an annual convention held somewhere in the state every year since 1922. In 1974, the midwinter training convention was established and has been held every year since. A permanent office was established in 1982, which afforded the location for a library, historical records, board room, inventory and many other uses.

Over the decades, several significant accomplishments have been achieved through the dedicated efforts of the Presidents and Boards of Directors of the organization. Starting in the 20s, each decade has demonstrated growth of the organization and its lofty goals.

1920s - Actively supported passage of the legislation of three sessions of the Legislature which created the State Bureau of Criminal Identification.

1930s - Supported statewide radio system. Provided hundreds of training hours to officers throughout the state. (Fact: 209 sessions were held, totaling 3,596 hours of class work in 1939.)

1940s - Supported war effort through continued training and work with civil defense. Cooperated with the State Tax Commission and the Motor Vehicle Department regarding uniform accident reporting procedures.

1950s - Training programs, legislation for creation of civil service. Cooperated in the operation of a police academy.

1960s to Present - The organization has participated in virtually every major step in the progress of law enforcement in the State. It is the goal of your organization to stay on top of the ever-changing dynamics of the criminal justice system and to make sure the interests of this membership are met, as well as all of the other citizens affected by the changes.

This is your organization. We invite your participation and ideas. The President and Board of Directors are empowered with the responsibility to represent their constituency in a manner for the greater good. We look forward to a historic year of progress and encourage your active input.
